I thought it was, it's trailer used to be on the UFE Bundle page on the Asset Store, it's still there now but clicking the video says "This video is unavailable."

If it is still using UFE then they did some HEAVY modifications, including getting the online support which has been what has delayed a 1.9/2.0 release of UFE for so long. Primarily due to having to set up save states in the system in order to do a GGPO like system, something UFE does not have out of the box. It's basically a total re-work of the base UFE engine to my knowledge, hence the 2.0.0 versioning. So yeah, if they are still using UFE as a base then it's been heavily redone where it wouldn't be recognizable.
