Well, in Story Mode, by default player 1 is able to restart the current round if they lose. As well as when playing against the AI in Versus.
If you mean allow them to regenerate their health at K.O. without effecting the opponent's health, you can disable Reset Hit Points in the Round Options of the Global Editor

It's kinda like killer Instinct... and Injustice where there are no rounds in the game.
